They're building a new engine for Reach. Every game in the Halo series has had a new engine with the exception of ODST, which uses the Halo 3 engine. (they squeezed even more out of that engine with ODST. It looks better than H3)

If Bungie had confirmed that, it would be all over Bnet. They have not confirmed for 09. They wouldn't confirm for that reason anyway. The people that want the beta will keep it until it comes out or buy a used copy when the time comes.

Why do people always use the minority to stereotype a huge group of people? I play on LIVE quite a bit I guess, and I do not hear anything racist or homophobic nine times out of ten. The small, vocal minority are the ones you speak of and they don't represent most of the people on LIVE. Just like the minority on PSN that do it wouldn't represent the larger group.
We have no confirmation that the beta is hitting the exact day ODST comes out. In fact, there's more than a strong possibility that we wont see a beta until spring 2010, though I can see it maybe in the winter of 2009/2010. Just don't expect it day one.

The posting is not for Reach. Reach is built and in some form playable. The guys at Bungie had a big playtest type thing on Bungie day where they got together and played Reach. It's for some other game, and it may be Halo related, but it's not Reach.
